1 Welcome and Apologies
Introductions were made and apologies of absence received as shown.
2 Angus Council, Angus Community Safety Partnership Joint Services Team
Bob Myles - Community Safety Manager and Isla Davidson - Community Safety Co-ordinator from Angus Council's Angus Community Safety Partnership Joint Services Team gave an overview of the work of the team (see attached report entitled 'Joint Services Team').
Discussion then followed around the work of the team, including the Community Safety Survey which is currently being carried out to look at the sort of problems that may be occurring in local communities. It was agreed that the results of the survey would be shared with the Partnership at a future meeting. Jeanette Gaul thanked Bob and Isla for their presentation.
3 Note of Previous Meeting - 28 April 2009
Agreed with one amendment - Tom O'Brien had given his apologies for the meeting.
4 Forfar and Area Partnership Membership
Ken Stewart encouraged everyone to fill in their membership forms and become a member of the Forfar and Area Partnership.

Tourism Sub-Group Update
(1) Gala Week 21st to 28th June 09
Received a Grant for £3500 from Angus Council. Also have just over £1000 outside sponsorship pledged. Still attempting to fill the £1500 hole created by Angus Council in our budget when they restricted our request for assistance.
Notwithstanding the funding setback the event should be bigger this year with a growth in the number of activities throughout Gala Week and on Gala Day but our advertising budget may require to be slimmed down.
Full Programme of Events on Gala Day from 12.00 to say 5.00. 27 stallholders looking to be there. Expect The Myre to be fully occupied again.
Advertising moving forward steadily in Dispatch, Flyers due to go out soon and the photographic competition set to start. Quality colour programme will be available for start of Gala Week. Looking to finalise a deal with Radio Tay to advertise the event.
One disappointment is withdrawal of the Mountain Bike & Running Event due to lack of support and entries from local organisations and individuals. We are now attempting at the 23rd hour to retain the DD8 part of the event within Gala Week.
Crime Group has confirmed they will organise a Blue Light Disco and prizes will once again be available.
(2) Interaction with Migrant Workers. 14th June in Reid Hall
Event being co-organised with Forfar Rotary. Plan to offer Scottish food produce and displays of Scottish dancing / Music.
The Tourism Group stated that they would be delighted to receive any offers of help for both the above events.
Discussion then followed around funding issues and Jeanette Gaul advised that the Partnership Committee have written to Bill Strachan - Senior Service Manager, Corporate Planning, Angus Council - and have requested a meeting with Bill Strachan to discuss various funding and financial matters relating to the Partnership. Jeanette to feed back to the Partnership following this meeting.
Community Cinema Update
There was discussion around the establishment of the community cinema and what could be done to progress this work further. It was agreed that a clear plan of action was needed in order to develop the idea.
It was also agreed that further clarification of the following is required:
• what it is that the group are trying to achieve (ie. who is the target audience, what films would be shown, when would the films be shown etc)
• what location is to be used or are a number of different locations to be used depending on the film shown (eg. childrens films could be shown at Forfar Academy, films for an older audience could be shown in The Plough Inn)
• what else is required in order to progress this (ie. do the group have the correct licences and permissions, what are the actual costs involved to hire films etc).
It was suggested that a working group be set up to assist Tom O'Brien with progressing this priority and it was agreed that this should be looked into before the next Partnership meeting.
6 Glens United Action Group - Play Park Development
Tom O'Brien spoke about plans that the Glens United Action Group (GUAG) have for a play park development in the Glenogil Terrace area. Tom explained that the GUAG are working towards getting children off the streets and into a safe play environment. The GUAG hope to attract grant funding to provide young people with a multi-purpose area which can be used for various sports. The GUAG intend to get local children involved in the project at the early stages which would hopefully encourage a sense of pride and ownership in the play park.
The Partnership agreed that the development of a play park was something that would greatly benefit the local community and agreed to support the development in principal.
Tom to feedback to the Partnership regularly regarding progress.
7 Date of Next Meeting
The next meeting will take place at 7.00pm on Tuesday 23 June 2009 in Tayside Police - Easter Division Headquarters, West High Street, Forfar.

3 Chairperson's Report
Jeanette Gaul gave a report as follows:
"The Partnership has been very busy over the past year. With different events being undertaken and involvement with community groups as well as businesses being involved.
We were chosen as one of ten community achievement events which also highlights that people round the table are willing to work hard to ensure that we do interact with the community.
We have had several speakers along to our meetings who have provided us with information on differing aspects of community life.
The past year has seen changes within the membership of the group, some new members, some leaving because of other commitments. It would be good to see the group grow again over the next year.
I would like to thank those who have motivated me in my role as Chair in the past year. Here an example, the Tartan Week Concert - I was down in the dumps about the number of people who came along to the concert as it was not much better crowd-wise than the year before. I was thinking should we do this again? Having stated this at the last tourism group meeting I was met with 'well lets get out there and advertise earlier, get the hall booked up, and the acts booked up', which made me see that working as a group we can bring forward our doubts about events and there is always someone willing to push harder to make events work for another year.
I would like to thank the Partnerships Lead Officer for his support over the last year and to everyone else who sits round the table at our meetings for their support and contribution to the meetings.
Let's hope the year ahead will bring new and innovative projects for the Partnership to lead on and again work with the different community groups for the benefit of Forfar.

4 Treasurer's Report
Eric Gray gave a report to the group - see attached 'Treasurers Report for 2008/2009'.
5 Election of Office Bearers
The election results were as follows: Chair - Jeanette Gaul, Vice Chair - Ken Stewart, Treasurer - Eric Gray and Secretary - Siobhan Fagan.
6 Adoption of Changes to Partnership Agreement
The changes to the Partnership Agreement were adopted. AGM concluded.

8 Forfar Online
Ron Manderson gave an update on the Forfar Online website.
Ron advised that there is a growing interest from various local groups to link into the site, and that the IT Group is currently looking into a new registration system for organisations to use.
The IT Group is to meet with Chris Dunkerley of Smart Communities to discuss changes to the website, and the website will be re-launched during Gala Week.
9 Priorities Action Plan

• Tourism Sub-Group Report from April 2009 Meeting
(1) Tartan Week - covering 4th to 13th April 09
Overall a very successful week with more events staged this year than last. Group also staged these events without Grant assistance this time round which will require some draw on the group funds held due to the constraints of the timing of Tartan Week and the printing and advertising demands. We do require to revisit this self funding decision for next year.
Events were well recorded this time round with Angus Ahead sending a photographer round the various activities.
Put on a selection of events:
- Forfar & District Pipe Band in Castle Street.
- Tartan Concert in Reid Hall.
- Scottish Fayre in 3 local Restaurants
- Beer Festival and Folk Evening in Plough Inn
- Highland Night organised by Forfar Pipe Band and the Plough
- Tartan Shop Window Competition for Schoolchildren
- Scottish Songs of Praise by East & Old Church
Grateful for the help given by group members and local businesses.
(2) Gala Week - 21st to 28th June 09
Still await the outcome of our £5000 Grant application to Angus Council. Success of this application is key to the size of event we can stage and how much we can advertise. Sponsorship isn’t so forthcoming this year with say £1000 on offer.
Event should be bigger this year with a growth in the number of activities throughout Gala Week and on Gala Day. As ever the challenge is to pin groups and individuals down to say yes or give firm details.
Should include for Gala Week:
- Mountain Bike & Music Event on 21st in Reid Park
- Continental Market in Myre 26th & 27th
- Forfar Gala 5s. Football Competition for Under 16s boys & girls run by Forfar Farmington over the week. Supported by Scottish Woman’s Football, Bukta and could develop into a national event in time.
- Craft Fayre in the Reid Hall
- Tie in with Armed Forces Day on 28th
- Pitch & Putt & Crazy Golf Competitions run by the Leisure Centre
- Countryside Ranger Walks - Witches Walks
- Dog Competition
- East & Old & St Johns Churches Open Days 3
- Looking to the Crime Group to organise another Gala week event similar to last year's Blue Light Disco. Bring forward 1 x male and 1 x female competition winner.
Gala Day itself:
- Say 30 stalls
- Full main ring programme of events
- Cookery Demos
- Pony Rides
- Funfair
- Refreshments Tent from Round Table
- Fire Brigade
- Strathmore Vehicle Vintage

• Angus Woodland and Forestry Framework Consultation
Siobhan Fagan advised that the Forfar and Area Partnership have been asked if they would like to contribute to the Angus Woodland and Forestry Framework consultation which will be looking at the future of forestry in Angus. Siobhan will provide further information on the public consultation process as soon as details have been finalised.
• Local Partners Meeting
Siobhan Fagan advised that on 20 April, people involved in local communities around Angus had come together to share experiences and successes. The meeting was hosted by the Angus Community Planning Team. Presentations were given at the meeting from two local area partnerships - a representative from 'Montrose Together' spoke about the town's Fairtrade status, and Dr Andrina McCormack of the 'Monifieth Landward Partnership' gave a presentation on the Partnership's 'Monifieth in Booom' campaign. It was decided at the meeting that it would be of benefit for local area partnerships to get together on a regular basis to get to know each other, share problems and solutions, and to become a stronger voice for change in local communities. The Angus Commmunity Planning Team are to arrange the next meeting.
